In 1992, the Fairfax County Board of Supervisors adopted a
resolution to develop a housing counseling training program as a "low cost/no cost" remedy to improve homeless prevention and intervention services. The Fairfax
County's Homeless Oversight Committee responded to this resolution by creating a Housing Counseling Subcommittee (HCSC) which developed and implemented a successful
housing counseling training program for counseling professionals employed by Fairfax County agencies and community based organizations. The Housing Counseling Subcommittee
was made up of professionals, appointed by the Deputy County Executive of Human Services, with expertise in housing counseling. In response to a concern on the part
of committee members that the program needed to be affiliated with an established non-profit to provide the program with greater stability and permanence, Christian Relief
Services created an affiliate organization, the Center for Housing Counseling Training (CHCT) in 1997. |
